Move device to new user

When a user moves to new location and takes over the phone at this new location, we would like to have ability to move the device to this new user, preferably using API.

If not, atleast be able to get the full config for the device being taken over including the line assigment and KEM config using API . This will make it easy to delete the device from old user and add same device to new user with same configs
