Keep the call history info available for the admin user for the endpoint even if it disabled for the device user.

We need to prevent a regular user of the endpoint device from viewing call history on the Room Navigator but keep call information and history available through a log from an admin user (in the Control hub and Web GUI) that is connected to the cloud registered device.

This is required in order to troubleshoot, as the existing behavior deletes all details on both sides.
