edit deactivation email template to include only the administrators in the same group as the affected user

Users received an email notifying them that their accounts would be deactivated and were instructed to reach out to the admin. The email included a list of administrators on the site; however, the customer wishes to have only the administrators in the same group as the user listed in the email.
