Allow DTMF on External Calls in a Conferance Call

We need the ability for external callers to enter DTMF digits when in a conference calls. The use case is for external third party verification services like Voice Authentication. The external caller must press 1 in the IVR to authenticate.

    This is a critical feature and we have a customer story where this is impacting county operations. Feature parity with legacy Cisco call bridge functionality would be a nice "toggle" option for specific customer that need to support this specific use case.
