Add a schedule option to allow for skill profile selection based on date/time

It has been suggested that it would be beneficial to add a schedule in the user profiles to allow for different skill profiles to be set for different dates / times depending on staffing needs to reduce the need of a supervisor to be available to make skilling changes.
