WxCC Allow licensed Administrators to be assigned Supervisor roles for testing / troubleshooting

Currently, Users assigned a Administrator license cannot be assigned a supervisor role, only standard or Premium Agent. This creates a cumbersome situation when you need to test or troubleshoot what a supervisor is experiencing.

    Same like WXCUST-I-12255.

    We need to assign supervisor role not just for testing. It's even a production requirement that the IT-Helpdesk Admin is also Supervisor for the Queue.
