Host of webinars should be able to edit the 'Registration approved for Webex webinar' mail that their attendees receive after registering to their webinars. so they can change links or add more information instead of just putting comments on the agenda

You can already do this. Of course nothing on Webex is user friendly, but you can do it through "Customize email templates"
