Add more granular controls to User groups

Add more granular controls to User groups and templates like Microsoft

We need the ability to compete with microsoft offerings on user controls.
BU's want to restrict certain user bases in the org from being able to create spaces or communicate with any outside agencies.
BU's would like the free form Set a Status to be disabled on certain user groups.

I keep getting told "You can do this in Microsoft teams"
