Allow Control Hub Configuration Templates to Disable Phonebook/Directory Entirely

We exclusively use meeting services and do not educate or publish information on direct dialing between rooms. Right now we can limit the Phonebook/Directory in Control Hub to rooms only but we would like to completely disable it. Ideally via config template for bulk administration.
