Allow the user administrator role to view

Allow the user administrator role to view and configure end user profiles in Control Hub.

Currently the user admin. role is not able to view or configure the information in the Profile tab in an end user's account in Control Hub; only the Full Admin. role is able to do this. We do not want to assign the Full Admin role to someone who is just managing the profile information of an end user. We feel that this fits someone assigned the User Admin role. Also, we do not want to assign the Full Admin. role to someone who is not authorized to make organization level changes.
