Bulk update phone settings, such as hoteling

We use hoteling at all of our locations and when you have to manually go into each device and enable hoteling, set the time limit then reset the device so it takes the changes it can take a very long time depending on the amount of phones. Not sure why this isn't something you can bulk update using a CSV. Seems like it would be pretty straight forward. Same goes for just bulk restarting\apply changes to phones.
