CO Role has to elevate someone else to moderator to add CO to Team/space before being able to add moderators via the API but can list/elevate to moderator if they are already in the list.
In a situation where moderated teams and spaces are in use and moderator of team has left granting moderation of the space in a team requires the moderator to also be added to the team.
