Add, edit, and delete users for location Administrator in control hub.

According to the article https://help.webex.com/en-us/article/760wbi/Delegate-location-administration#reference-template_a67b1b97-8d17-41c4-986a-46d57574d021, delegating the location administration. We need to have the feature for the location administrator to be able to manage user, devices and work spaces.
