Add org toggle or MSI install switch for "Only mute notifications when I’m in a meeting or on a call"

Customer would like to set Call Notification parameters for Webex app at the org level, and it would be helpful to have an MSI install switch to do so. For example, we want to toggle "Only mute notifications when I’m in a meeting or on a call" for everyone and not have to tell individual users to set it within the app.
