Allow Disabling the Tool Tip Text in the Agent Desktop from the Desktop Layout Config

Some users are reporting that the tooltip text for various fields are distracting or cause navigational issues when the tool tip message is clicked instead of the actual field (i.e. the Availability State drop down menu).

Ideally these would be able to be disabled in the Desktop Layout configuration.
