Allow Site Administrators to edit webex site

Allow Site Administrators to edit webex site settings for the current user interface

For the current user interface of Control Hub, Site Administrators without the full admin permission can't see Webex sites registered on the Control Hub and edit site settings like session type.

For the old user interface, it's editable even the Site Administrators don't have the full admin permission.

Customer requested to fill the gap and making it possible for Site Administrators without the full admin permission to edit site settings under current new user interface of Control Hub.
