[Control Hub] Make a user appear when searched by first or last name (Japanese)

On Control Hub's User Management, if you searched for a user with Japanese name, there is tendency for it to appear or not appear.

Although they do appear when you searched by an exact match to their Display Name,

it would be very convenient if search results does show up when you search them by last name or first name.

We would highly appreciate if you could check and make changes on this.
