Force a custom default background image when adding new phones to WebEx Control Hub

For now, an Administrator can only add a custom background to an MPP phone by going to the Device Settings for each individual device and then pointing to a TFTP location to upload the custom background.

If we were able to add this feature as a default, when adding new devices, this would save a lot of time when bulkloading multiple phones.
