Ability to Pin messages via API

Add the ability to pin messages via API so that integrations are able to pin important information in rooms.

Is the bot also the creator of the message it wants to pin?

Our use case is we're working with more AI backends and using Webex to front-end these. Our security team would like a "disclaimer" displayed in the space so people understand the "guard-rails" security needs. The only way would be as a pinned message. But the only one that could pin the message would be the bot.
