Don't move the 1:1 IM space to the top of

Don't move the 1:1 IM space to the top of the contact/spaces list when I'm on an active call with that person

I've been annoyed by this more than once and have had reports of the same annoyance from our end users. Most likely I called them from the 1:1 space and I expect that space to be where I left it and not at the top of my contacts/spaces list.
