Allow running "Sound Check" in Device Settings->Issues and Diagnostics via xAPI

It would be useful for remote checks/troubleshooting to be able to run the "Sound Check" routine via xAPI, ideally with an xCommand for Start/Stop an xEvent for Start/Stop, and an xStatus for the result of the check.
