Scheduled report job data visibility should not depend on the user who scheduled the job

Currently, before scheduled report job is run - user profile of user who scheduled the job is checked. If user profile was modified after job was scheduled - data in report will follow new user profile limitations.
This is not an intuitive process.
Scheduled report job should either honor limitations from initial job creation or not be limited at all.
