Allow admins to bypass locked lobby to join

Allow admins to bypass locked lobby to join a meeting for troubleshooting.

As admins, we need to be able join locked meetings to help with troubleshooting issues users may have during a live meeting. If the host doesn't know what they're doing or has stepped away and the meeting is locked, then the admin can't get in and assist.
