Do not create a voicemail box for a queue entry point in CX Basic (AKA Group Call management)

WHen yolu setup a queue the queue numbers gets a voicemail box created. By design this is not usable so it is uses resources uncessarily and casuing confustion when a customer moves from CUCM/Unity to WxC where they could use the same mailbox number as their queue number.
