set a feature to generate meeting_recording_report for customer who only has webinar license.

customer such as hiac-events.w.c who only has webinar license contract could not check the meeting_recording_report.

for example:host wants to know how many times the webinar recording is reviewed. IMPOSSIBLE now.

for customer who has webinar and meeting license can check webinar recording info in meeting_recording_report under [Webex Meetings:] in My-report.
