Make calendar presence status configurable

Make calendar presence status configurable by admin (not individual user)

Make the "show availability and status" and "show when in a calendar meeting" checkboxes a setting that an administrator can enable/disable in admin hub, rather than rely on the end-user to check and uncheck them.
