Allow tag numbers that are not yet assigned

With Webex cloud calling, it will be very helpful to be able to tag numbers that are not yet assigned. For example, we might want to reserve numbers for specific user group. Or, we may just tag the number as "Available"-- this will allow admins to search for the "Available" string to determine how many are available at a particular location (for capacity planning and ordering additional numbers)
