Currently the "schedule a meeting" option in the Webex App calendar tab defaults to pmr meetings when Outlook Scheduler is set as the scheduling method. This can be changed manually by removing all of the join details in the invite and populating anew but this is a manual effort and leads to user error.

Changing the Webex default preferences to "generate one time link" has no affect on the WebEx apps behavior and this leads to additional confusion.
