Allow inter-digit time out for 911 calls

Users accidentaly dial 911 or 9911 when trying to make external calls. Currently adding an inter-digit timeout is applied to all route patterns so we aren't able to add this because users think the call isn't going through when they don't hear anything on the phone after pressing Call or dialing all digits.

Adding the interdigit timeout just to calls routed to 911 or 9911 will enable calls to be completed automatically but also allow callers that accidentally dial the number an opportunity to hang up before the calls complete.

    This enhancement (something like "Force interdigit timeout" on route patterns and/or translation patterns) would be very helpful in 911 situations!
