Line monitor BLF across location with extension dialing turned off across locations.

We use a +E.164 dial plan across our enterprise. Intra-site dialing we allow 4 digit extension dialing. Inter-site dialing we force 11 digit dialing because of overlap. Currently line monitor BLF if an extension is configured it forces the call out 4 digit when using the BLF key which fails to dial another location in our scenario. Our recommendation is to have the BLF dial the line in stead of the extension so the call can traverse to a different location.
