Allow location admin to add numbers and licences

We have admins who manage certain locations that would like to add or change numbers for users as well as assign licences and numbers to new users. As a location admin it does not allow this.

    The current location admin role is specifically designed to be very limited in terms of scope. With respect to number ordering and license assignment, these are activities that are directly tied to revenue/costs for an organization. So the idea was to limit access to only provisioning (not cost impacting) provisioning activites. That being said, we are currently working on a custom role builder, which will allow organizations to create their own roles. With this custom role builder, an organization can extend location admins to include licensing and numbering. Plans for custom role builder will be delivered throughout CY 2024.
