Add Allow Domains to Jabber Privacy Settings

It would be helpful to add whitelist to domains administratively to the Privacy->Allow section of Jabber so that individual users don't have to. This way end users are not bothered by constantly getting prompted to allow contacts to see presence information from certain domains that they may regularly collaborate with.
