Make Phone OS available as a firmware choice for the 88XX series, apart from the 8875.

Enterprises are moving from on prem to Webex and having to swap from the enterprise firmware to the MPP firmware, and it is a hassle. I have 450 sites and 12K 88XX phones that I will need to migrate. If we had the phone OS as an option a simple reboot of the phone would make it easier to migrate from on Prem to webex, and vice versa.

    Seems like a gouge to sell phones/licensing or otherwise cause trouble. Meanwhile the 79XX phones are still being nursed along.
