Currently, incoming webhooks do not have the fine-grain control like embedded apps. It is "all or nothing". Once enabled, on Webex Control Hub, any user can set up an incoming webhook and inject messages into any space (that the user is a member of).

Implementing an optional approval step will allow Webex admins to implement the same level of control as available for apps.
