Allow meeting hosts to choose whether participants connecting to devices can control the device

In a large hybrid meeting where the meeting host and several others are in the same conference room connected to the same device, other attendees in the room frequently mute the meeting audio or disable the meeting video, not realizing that they are turning off the room microphone or video.

There should be an option for the device to detect when the meeting host is connected to that device, and let them lock the device controls to themselves so that attendees don't mute the whole room accidentally. THis should be OPTIONAL so that in meetings where the host is relying on others to manage the device that's still available.

    Currently the in-room meeting participates can control the meetings audio, video and end the meeting. This change would eliminate audio/visual the disruptions in meetings as well as in-room participants logging into the room device by mistake.
