"Native" Calling feature for Cisco Jabber without assigning a DN

Removes overhead to create a DN on CUCM for Cisco Jabber accounts very helpful for countries such as India Middle-east which have strict VoIP regulations with merging voip with PSTN calls these calls will completely internal voip (calling other internal user with / without a DN on CUCM). Cisco Jabber users are able to call other users, only in Full UC solution implementation, that is Voice & IM, with a requirement that a Directory Number is assigned on the Cisco UCM. Can there be a option, where a user is logged-in IM mode, does not have a DN assigned on the CUCM, but still has "Native" calling feature, making use of user's logged-in SIP URI, say, user@domain.com is used for alerting / notification purposes, with user having access to call only other user or internal resources using SIP calling.
