Add outgoing call privileges to the Auto Attendant only.

For example:

PSTN user calls the AA and then hits number 2 to forward the call externally (PSTN).

Now if we enable the outgoing international calls in the location then all users will be allowed to make international calls and we will have to disable each one manually (Custom settings), knowing that this cannot be edited in a CSV template too.
