Custom lobby should be set by site.

Custom lobby is great. But it is an org-level setting. I have multiple sites under multiple brands. Today, we have to make sure we remember to reach out to different users to ensure they are using the right branded lobby. there needs to be an option to set a default lobby by each webex site in an org.
