Add the capability to upload a csv file to the Webex App to manually assign breakout sessions

Currently when scheduling through the userhub customers are able to upload a csv file to assign users to breakout sessions. This idea is to add this same functionality to the Webex App so that when scheduling a meeting from the app users can upload a csv to assign user to breakout sessions
