Ability to disable the arc light during office hours on 9800 series phones

The 9800 series phones have an arc light across the screen that will flash during office hours. While you can put the phone into Deep Sleep to disable this it makes the phone un-usable. The use case is for patient room phones where the phone is expected to work after hours but having a flashing light is distracting.
