change Webex App behaviour when declining calls

When using Webex Calling and an enduser declines a call, Webex App sends a "600 Busy Everywhere" to SSE. SSE then sends a "606 Not acceptable" down to LGW, which is not expected. Most PSTN operators and telephone systems to which LGW may be connected do not understand this and do not generate a busy signal.


Same happens when enduser has configured the option to automatically decline all incoming calls when in locus call or meeting in webex app --> https://help.webex.com/en-us/article/8la4z9/Webex-App-%7C-Manage-notifications-for-incoming-calls.

In TAC SR#697565246 BU implemented a toggle for a selected customer to make webex app able to send a 486 Busy here instead of 600 to calling backend. SEE then translates 486 to "600 Busy Everywhere" and sends it to LGW, which perfectly matches the scenario and generates a busy signal in the connected PBX and PSTN.


I think it makes sense to make this change available to all customers, as the current behavior is not ideal.
