I agree there should be an option to enable downloads for users under an exception basis and designated administrators. It shouldn't require offload to a separate content management or DLP platform service exceptions efficiently.

Actually, I will add one further option, add "download access" so it can be assigned on a "per host" basis

I have reached out to Webex several times about this issue. We currently have prevent downloading of meeting/event/and training center recordings.
It is frustrating that as a System Administrator, I cannot download the recording for a host without going to the settings, uncheck Meeting and/or Event near Prevent Downloading to allow me to download the recording and then click Update. Now I have to go to the Recording Management and download the recording and then jump back into the settings and go back and check Meetings and/or Event under Prevent Downloading and Update again. Very frustrating. It is such a time waster when the host should be able to download their "own" recordings. Sometimes I receive a request 1 or 2 times a day others times it could be 5 times a day.
Add a setting in System Administration:
__ Host only download access (only host can download recordings)
__ Site download access (anyone can download recordings)
Systems Administrators should have this access by default./unrestricted.
