Enable Jabber-mode for Android/iOS for Remote Destination (sync Call history) without demand for TCT/BOT-device

With more and more company using cellular phones as their main device we have seen a demand from the customer to be able to handle the "extension" from an app on the mobile device. At least in our market this is the "hot thing".
This is something we feel that Cisco Jabber are lacking when it comes to Remote Destination in CUCM.
Since we can link an End-User to a "Primary Extension" it would be possible for the Jabber-device to work in a non-softphone mode for that specific Line. Features that would be needed is at minimum to change the Call Forward settings. (Like the ones that are accessible from the Self-care portal).
It is important that his mode should be possible to use both with and without presence activated.
Synced Call History (for that specific line) would also be important to have.
We have no or very limited demands from our customers for "Jabber on Android/iOS" to work as a softphone so this mode does not solve our customers demands from what i have seen. Softphone for mobile device also leads to higher license-cost

    This is planned in our Webex App with UCM calling, you can switch to use Webex App
