There was a new "add to meeting" feature added to on-prem CE9 endpoints last year that allows you to add a call to an ongoing CMS meeting, rather than cascading via MGRL, however the issue we have is that to enable the feature, you need to disable MGRL ad-hoc conferencing entirely.
Optimally, if you press "add" and you're already connected to a CMS meeting, it should add a call to the ongoing meeting as per the new feature, while still allowing you to initiate an ad-hoc conference via MGRL if you're only in a point to point call. Currently, we can only have one or the other.
