CUCM 14.x and above: Support built-in migration of phones within CUCM

Hi everyone,
As many of you are aware, Cisco has stated recently that as of CUCM 14.x (to be released 2019 H1) all EOL phones will no longer be able to register with the CUCM cluster. I would like to propose a feature which may alleviate the hard work involved with migration without having to buy and support 3rd party solutions.
CUCM should support the migration of phones from one phone model to another. The purpose is to require as little administrative overhead for such migration periods. This feature should support both DHCP and non-DHCP environments, and make migration as easy as possible.
The customers shouldn't have to buy and maintain 3rd party solutions because of a change in policy whichwill impact CAPEX in the millions every few years.
