Webex Recording Transcripts for site and each licensed user

Presently, for Webex Transcripts, the configuration allows the option to be turned on for the entire site / org. This should be modified and Orgs should have the option to turn this feature on for either the entire site or a set of users. For later, this should be included as an option when defining different session types

    Transcripts can be enabled for specific users.
