Allow an admin to pre-provision the webex site for the Webex Meetings app integration for Microsoft Teams

Currently, an end-user is required to provision the webex site that they (wish to) use him or herself by issuing the "site example.webex.com" command towards the app bot within Microsoft Teams which seems cumbersome and not understood by an end-user.

It would be very helpful and allow the integration to become more pervasive if the site can be pre-provisioned on an admin level instead.
