Right now Webex Teams has very little as far as automatic presence, even though its integrated with outlook it will only show you as "in a meeting" when you are joining a webex meeting from the teams client. This is problematic due to the lack of feature parity between webex teams and webex meetings app, most of of users join from the meeting app because of this. There's also no automatic "away" on webex teams when users lock their PC's, this is a feature present in Jabber that many of our user relied on to determine if coworkers are actively on the client.

For "In a meeting" availability in the Webex App, this is supported whether a user joins from the Webex Meetings app or the Webex App. Are you seeing something different?
If my Cisco account rep sends me a meeting and I join it via the email it won't show my presence as "in a meeting", I think it has something to do with them being on another webex tenant, I've had to same scenario happen when a TAC engineer sends me a meeting invite.

Could I also request that if a user is in an Outlook meeting, but they're not using the Webex client (face to face, cell phone instead, etc), that an inbound call still get the same treatment, as if they're using Webex (ie: calls are muted, or single beep, instead of continuous ringing).
