Persistent notification alerts on user's desktop

Add a setting to allow persistent notification alerts on the user's desktop. Currently, pop-up notifications last for a few seconds and then disappear. If the user doesn't notice them, they may not be aware they've received a message.

Add an option for message to either persist or disappear after user-specified number of seconds.

    For Windows 10, the notification bar could be used. Other collaboration tool use it already.
