Alarm and allow the full admin of the org to check if a user is getting close to the maximum token limit

There is an issue with a user that start incrementing the number of tokes to the point he cannot log in any more. We need a way to monitor the usage of tokes using Control Hub from a Full Admin perspective as well as to clear all of them the user. This will help troubleshoot login issues when tokens get to the limit
